refactor(Php): 重构静态变量处理逻辑

- 移除重复的静态变量检查逻辑
- 修改静态变量转义方法，移除前缀
- 更新静态变量声明为全局变量引用方式
- 修复静态变量初始化代码生成逻辑
- 统一变量命名转义处理流程
