refactor(parser): reorganize code structure and improve consistency

- Move DEFAULT_PHP_VERSION constant from CompilerBase to appropriate location
- Remove unused native function lookup method documentation
- Add missing break statement in constant expression switch case
- Clean up trailing comments and whitespace in parser components
- Improve code organization in array expression parsing logic
