feat(php): 添加 Windows 平台的大数运算库支持

Browse Source 
- 为 Windows 平台添加 gmp.lib、gmpxx.lib、mpfr.lib 库依赖
- 为 Windows 平台添加 libmpdec.lib、libmpdec++.lib 库依赖
- 统一跨平台的大数运算库配置逻辑
- 移除平台判断条件，简化库文件加载代码
