refactor(php): 优化编译器常量和静态属性处理逻辑

- 为 parseAssignFinally 方法添加参数类型声明
- 重命名 getClassConst 为 findNativeClassConst 方法
- 为表达式添加 nativeConst 属性标记原生常量
- 添加对静态属性获取的检查和处理逻辑
- 更新常量获取调用以使用新方法名
